The Assessor is required by the Arkansas Constitution to list and value all property subject to Ad Valorem Taxation on an assessment roll of each year.  The “Ad Valorem” basis for taxation means that all property should be taxed “according to value,” which is the definition of ad valorem.  The assessed value is 20% of “Fair Market Value” or “Used Value” as prescribed by the law.  Property is assessed as follows:

Land—20% of the assessed value for crop, pasture, and timber is set by the Assessment Coordination Division of the Public Service Commission of the State of Arkansas.

Residential and Commercial Property (including personal property)—20% of “Fair Market Value” – NOTE: Commercial Land is also assessed at 20% of “Fair Market Value”
